WWYD?

WWYD? I had a buyer get something out of my store on 1/18. He asked for an invoice, and without waiting (within 5 min) sent me money through PP The problem is he is in Spain, and he paid for FR shipping here in the US. I emailed him immediately, and told him that his shipping payment was incorrect. Never heard back, so I refunded the money through PP, (around 1/24) relisted and sold the item. I didn't do anything about the auction, figured I'd eat the FVF. Today I got an email from him, wanting to know why he hasn't gotten his shipment yet. He is claiming that the item was paid for. This is a new one on me,and not sure how to proceed. Any idea on options?
